As far as OP's question about emissions control system deletes evening out pollution in dizzzles...Most likely it is doing much more harm than good as far as emissions go. Carbon dioxide production directly correlates to fuel consumption, so CO2 will go down, however, NOx will shoot up. NOx is something like 200 times more potent of a greenhouse gas than CO2 if I remember correctly.
