Here are a few things I've come across already:

Smooth wheel covers
Dopperugyanga 700C Black Bicycle Wheel cover DWC064-BK ABS Japan new. | eBay

Wheel fairings
Upper Wheel Fairings are designed to give bicycle wind resistance the slip

I could probably make these out of coroplast, if nothing else.

I imagine things like boat-tail bags and helmets also help, and keeping my head forward and down would reduce frontal area.
