For $20, I got this to go between the panel and car battery (via the cigarette lighter outlet) :

Sunforce Products 60012 7 amp Charge Controller : Hechinger


Because of the low amps of the solar panel I have been assured that it isn't needed for my solar panel :

The current is what charges the battery, and it will be delivered at whatever the battery voltage is instead of the nominal operating voltage. You could just put your panels in parallel and be done with it.
However, I have murdered many a battery in my day, and I like to see the "charging light", so I am happy with the setup.
