To my knowledge, in 165/65r14 you have Michelin Energy Savers (usually $90-100), Dunlop Enasave ($115) and Potenza RE92 (~$80). None of these ever struck me as particularly expensive because their 185/65r14 counterparts (used by Prius, Corollas and Civics) were always more expensive.
EDIT: Anyway, with a low-powered car like my Insight, putting on oversized or non-LRR tires literally lowers top speed in 5th gear, so you'd be crazy to do it.
