To design cost effective solar panels you have to get the most watts for the least $.
You don't necessarily want say 14% efficient cells because then you need so much glass, aluminium frame, they take up so much room and racking that the slightly higher efficiency panels are more cost effective.
Last time I looked a few years ago 30 to 33% efficient panels cost about 10x more than standard 22% panels. To go up 40% it was around 40x higher cost.
If the 34% panels were double the price it might be worth it.
