Yeah, I wouldn't want to be going too fast at those temperatures. The heater will lose the battle to keep you warm.
I probably would have continued driving the car with the top down in even colder weather, but the vinyl top shrinks and it gets surprisingly hard to close again. Plus the folds in an old top are more prone to cracking in the cold.
