Not sure about the United States, but in other countries it's not totally uncommon to see agricultural machinery licensed in order to grant them access to public roads. On a sidenote, I won't hold my breath to see an American farmer actually willing to drive something like this on the road instead of a traditional truck if that was the only way to get an ICE-powered "vehicle".
