The link is factually incorrect. Oregon's OReGO fee per mile system does not mandate GPS tracking. There are two options - with and without GPS. If you opt in to the GPS option you only pay for miles driven in Oregon on public roads. If you go for the non-GPS option you pay for every mile shown on the odometer.

It is also not mandatory - OReGO is optional.

(You could have easily found this out in less than 5 minutes by actually fact checking what was said in the link before spreading misinformation)
