No, the car has not magically become an NEV or anything like that. These people are masters of NOT making things happen.

I did mention the fact that it ran on batteries, had no fuel tank, etc.

The one clerk said that I should have just gotten the title and no plates. When I said that I needed plates so I could legally drive it, she asked "How are you going to drive it, when it's got no engine?"

Um, I just explained how it has an electric motor and batteries....
