No, the car has not magically become an NEV or anything like that. These people are masters of NOT making things happen.
I did mention the fact that it ran on batteries, had no fuel tank, etc.
The one clerk said that I should have just gotten the title and no plates. When I said that I needed plates so I could legally drive it, she asked "How are you going to drive it, when it's got no engine?"
Um, I just explained how it has an electric motor and batteries....

Maybe when you take it in for safety inspection, you should just let them do the emissions test... they'll probably fail it immediately, since the Check Engine light won't flash when you turn the key on.
Then, when it fails, tell them you want to know what the CO and NOx was.

Maybe your car now generates a "check the friggin dump where my dang engine is" code rather than a check engine code.

NO! That would be wasteful!
The world would much prefer a "Check someone else's engine compartment for my recycled Engine" light.

If it was my car, and I was going through what Ben had to endure, when they checked my code, it would be the "If you don't quit being so unbelievably stupid, my owner (Paul) is going to stab you in the eyeball with a fork" code.

Give 'em what they want.
Wire the check engine light to illuminate briefly when keyed on.
Install a dummy tailpipe with a fan at the other end.
Oh, yeah- and a speaker under the hood to make ICE noises. Or just practice your ventriloquist skills.

Amazing story. I also got a minor run around when going for my emissions exemption.
Turns out anyone in the province of Ontario can simply go to the licence office and say "my car is 100% electric" and they're supposed to exempt you. No letter needed, no inspection required.
I'm sure if the general population knew this, the number of "EV's" on the books (particularly older models prone to failing emissions tests) would suddenly skyrocket.
Surely others in your state have gone through this. No helpful advice from your EV posse?

Lee Hart suggested that it's fine not to have your car certified as electric. Then, if you get in a wreck, it's the insurance company's job to prove that the conversion CAUSED the accident. I never told nobody! But you are talking about emissions testing. I forgot. Well, I agree with Tango Charlie and Christ. Bring it in for a standard emissions test. Go inside for a cup of coffee until they are done.
