Put it all AFTER the engine to make flower-garden exhaust at the consumer's expense some more.

It wont take long before the whole world is 'plumbing away' merrily, so no; you wont be seeing this in next year's cars or the year after that or that...

You know, most people are not so excited to pay the higher price for a "clean" car, so an eventual increase to the maintenance cost in order to ensure the aftertreatment system is fully functional is also upsetting some folks. Just look at how many folks do EGR and DPF deletes on newer Diesels for instance.

Exactly.
So here you'd remove the reformer exhaust from the engine exhaust,
plug the hole in the exhaust,
and re-plump the reformer exhaust to feed into the intake after the airflow meter.
Done.

And exhaust is as clean, if not cleaner.

You might want to add a small intercooler, but that's about as complicated as this mod would get.

That's why I say this ...'new' reformer wont ever happen.

You also run into this mildly annoying issue in the states:it's federally illegal to modify or remove installed pollution equipment, even if the equipment function is improved. Nonsmog inspection states you can get away with mods, Cali is much tougher, Smell-A APCD TOUGHER still

No it isn't. It is perfectly legal to replace or modify emission equipment if you can certify that the vehicle with modified parts still meets the emission regulations for the year it was manufactured. There are plenty of CARB and EPA legal tuning parts and kits.

Cerium Oxide again and Cobalt:

New Low-Cost Non-noble Metal Catalyst for Hydrogen Production from Biofuels

Researchers at Ohio State University (OSU) have developed a new cobalt-based catalyst for the steam reforming of bio-derived liquids into hydrogen with 90% yield, at 350°C (660°F), and without the use of precious metals such as platinum or rhodium.

Umit Ozkan, professor of chemical and biomolecular engineering at OSU, and her colleagues presented the research today at the American Chemical Society meeting in Philadelphia. Ozkan said that their catalyst costs around $9/kg ($0.25/ounce), while rhodium costs around $9,000/ounce ($317,466/kg).

The catalyst is made from cerium oxide and calcium, covered with small particles of cobalt.

One of the biggest challenges the researchers faced was how to prevent coking. The combination of cerium oxide and calcium solved that problem, because it promoted the movement of oxygen ions inside the catalyst. When exposed to enough oxygen, the carbon, like the biofuel, is converted into a gas and gets oxidized.

Though this work was based on converting ethanol, Ozkan’s team is now studying how to use the same catalyst with other liquid biofuels. Her coauthors on this presentation included Ohio State doctoral students Hua Song and Lingzhi Zhang.

How to have it checked for compliance without a previous EPA or CARB certification might be a bureaucratic nightmare though... And that's what prevented me from searching Brazilian truck engines in junkyards and export them to rednecks who would approach me once in a while asking me to do so.
