What about a brush-style front air dam or side skirts made w/broom bristles?

They won't tear apart as they are already torn apart i.e. made of bristles. They won't harm the road and they provide good sealing as household vacuum cleaners use bristles to keep the vacuum chamber.

It's something I've been thinking about that may seal off the wheel gaps - actually, the idea is already in use as tire spray shields on trucks (lorries/ semis).

The bristles will wear off to where the wheel or ground abrades them.

Maybe if you could get them tight enough together you would see a benifit from it.

Maybe its not really necessary.
Vacuum cleaner have some spaces among bristle packs, yet they manage too keep vacuum.

I'm going to use them for everything between the ground and the SAE minimums for approach,breakover,and departure angles,for the truck and trailer both at all the wheel fairings.
If the Highway Patrol has a problem with it,I'll beg for forgiveness then.
Since they are deformable, I can't see how anyone would have a problem.
And in inclement weather,splash and spray should be reduced remarkably.
If you've ever tried to pass an 18-wheeler in a rain storm you'll know what I mean.
I keep scoping out dollar stores,but I think I'll have to move 'up market' for decent bristles.

Better yet just carry some scissors with you and ask the cop how short he wants them trimmed. (be sure to catch the trimmings to avoid a littering ticket)
