No... they are the weight of the car + maximum cargo weight. Basically as heavy as it can be and have what the factory believes is a properly operating suspension. :thumbup:

2013 KOH in Eagan, MN
Recently bought a Kia Optima Hybrid and was pleasantly surprised it was fairly easy to beat the EPA combined rating by 10% with my commute.
