back-up plan

I know new Mexico can handle getting a little bit wetter a lot better than Texas can handle getting a little bit dryer.
In new Mexico when it don't rain 9 months no one's surprised, it's only more than an inconvenience if someone never prepared.
No rain for 9 months in Texas they act like it's the end of the world, people who don't go to church go to church, people who were going church has start involving snakes and rolling on the floor, people who where doing that before start cutting deals with the devil. Devil worshippers turn to Jesus.
See the 2022 the Texas cattel market implosion, the lines to sell livestock at auction were miles long, no one's ever seen anything like it. All be case they barely got any rain, didn't have any hay and didn't have a backup plan.
Well I guess everyone has the same backup plan, sell the cattle.
There is no back-up plan for failed pasture and empty stock tanks.
One Australian cattle rancher interviewed during one of their droughts was paying $36,000/ month to import feed.
Some Mid-West poultry and cattle ranchers are spending $ millions to erect structures to protect their stock from the heat.
Have you seen Utah's 'not-so-great Salt Lake recently?

Last time I was in salt lake city was 2008 and I'm probably still wanted there.
In new Mexico the back up plan for empty stock tanks and dried out pastures called a well and a zimmatic or some other irrigation system.

wells

https://droughtmonitor.unl.edu/Here, there's a great deal of unimproved dry land pasture. They root plow the mesquite with a D-10 Cat, and use same to sculpt run-off for the stock tanks. If it doesn't rain, they just lose out.
Winter wheat is a staple for pasture, but again, they don't always get the proper precip. for that.
During wild fires, helicopter fire units rely on the tanks for firefighting, year round.
I have family in Lorenzo, Texas. They're on the Ogallala Aquifer out there. And many irrigation wells used for cotton gave out back in the 1970s. The two-lane is littered with the carcasses of former farms and ranches.
Here's the current U.S. Drought Monitor

Re: sea level

Thinking about recent events in Fort Myers, Florida.
If the Thwaites Glacier goes, what happened in Fort Myers will become a permanent fixture along all the world's coastlines.

The coast of Galveston TX changed after the 1900 hurricane.
Nothing new or strange about a strong hurricane rearranging the coast line.

Low tide?

I don't really have any concern for tide, regardless.
