That would have me registering the car with Summer tires, then switching to studded tires until the next registration. Too much room for cheating.
Can't cheat your odometer and Gross vehicle weight rating.

I wonder how much more damage they actually do? Studded tires should probably just be taxed more at the point of sale.

Yes, based on the projected usable miles of the tire. Then you would pay for the whole usage, no mater how long it took. That tax should be separate from the vehical weight/miles driven tax. Not everyone uses or needs studded tires, but even those who don't, drive on the roads.

Surprisingly, I have zero experience driving with studded tires. That said, winter tires are phenomenal. I don't know how much better studded tires are on ice, but I still don't think I would consider studded tires because:
1. They wear out the road faster the 99.99% of the time you don't need the extra bite
2. Noisy
3. I'd inevitably be lazy and not get them removed in time to avoid a fine
4. Because of the 3 reasons above, I'd probably delay mounting studded tires until after the time I need them
I carry Z-chains, which is the best solution for infrequent need of extra winter traction. It amazes me that people in the valley here still get studded tires.

Only if you get a rebate for tires destroyed by road damage. To be fair, though, it'd have to be pro-rated for use, of course, and that gets you into the same sorts of problems as any other per-mile charge.

We can assume the tires will get full use, and tax appropriately.
Registration fees aren't concerned if you drive 24/7/365, or not a single time. We don't seem to care about that.

I don't get a rebate on my sales tax if anything else I buy gets broken, why should it happen for tires?

I won't have someone telling me what an adequate tire is for my vehicle and driving conditions. Who would know better than me, in the vehicle I'm driving, for the conditions I'm driving in?
Always makes me chuckle when signs say you must carry chains or traction tires. All tires are traction tires.
