13" rims versus taller fifth gear swap

The answer to your last question is "yes" and it's easy. If you are going to swap tires, go for new wheels at the same time, switch up to 13" and buy Michelin Defender 175/70-R13 tires. They will give you taller gearing and they are LRR... you get two wins for your cash.
