I'd still go with a Kubota
Kubota Engine America - Compact Diesel Engines
It only weighs just over 200 lbs and it's turbocharged and liquid cooled so you canhook a heater up to it.
I already called a distrubuter, new they are about 4 grand

Mornin Frank; I worked for a trucking firm as a mechanic when I was younger and all those little diesels have a govener. Now they are probably electronic but still governed to a top RPM. It will provide fuel till it reaches you set (read throttled) RPM but the stats on that motor are enough to power a Metro or an Aspire. Hondas are out, motor turns the wrong way. But thats enough power, the turbo on it is perfect, it will provide the boost you need at cruise rpm. You only really need about 30hp, the torque of the diesel will be enough to push the car for a daily driver. That how I see it anyway. Look at the dimentions tough, it's nice and small.

I figgered it to have enough power to cruise a bit faster so maybe at it's current top speed it's simply butting up against the gov. Regear the trans or tamper with the gov for more speed.

Oh, I'd certainly consider doing something like this if I were able to find a clean Beetle shell for a decent price! Unfortunately, this is the quality of Beetle you get for $3,500 in my local market:
1963 VW RAGTOP BUG BEETLE, NO RUST! PROJECT
So I'd be looking at something substantially more expensive and time-intensive
