now that you mention it, so am I. before I started looking into it today, I figured intercoolers were a bit more complicated than they really are. doesn't seem like there's much that could go wrong with them.

Add 100 to that turbo price to get it to bolt on completely. VNT-17 are a good compromise, still quick spooling and response but leaves a little room for play. Had I gone that route I would have a 150 HP car.
Who is doing the work in Portland? I have recommendations for you on TDI's there.

The intercooler is just a radiator but with larger openings for air.

nobody yet. place called Green Drop did the check-up and said the turbo was done. picked them solely because it was just across the river from work and they had some bike-oriented marketing that I'm a sucker for. nice folks, but I really couldn't tell you if they're any good.
I would definitely like some recommendations for good shops in town.

that just dawned on me yesterday. the quote I got says it needs to be replaced because it's been "oil contaminated." I guess that throws my choice of shops into question.

It just needs to be cleaned.
What I bet they will do is take it off, dump the oil out, maybe put a little soap and water through and charge you for a new one.
This is why I do most of my own work, on pretty much everything.

Not sure if he will do the job, but he was unimpressed by the idea that the IC needed replacing. " That's idiotic, all IC's are oil contaminated by the PCV system."

My 04 tdi wagon (240K miles) gets the best fuel economy if I avoid using the turbo. So I accelerate gently and shift at around 2,000 rpm.
Moving to a bigger turbo will do nothing to improve your fuel economy.
Now, if you want to increase your horsepower by 40 or 50% and still break 40 mpg, a little bigger turbo makes a lot of sense.
Doubtful that you need a new intercooler unless it's leaking. You would hear it, and likely smell it.
