Block heater - I had a Kenlowe Hotstart (and I'm getting my spare one brought over when my mum visits NZ in a few months time!). This is a UK 3kw engine block heater, and it heats up the engine to full temp in about 15-20 minutes! Because it heats up the engine so quickly, very little heat is wasted to the environment. You still need to be careful with any EBH as the engine oil is still cold - so you still need to drive gently for the engine's sake.
