Since it is a Panther body, maybe you should swap in the front end of an 92-94 crown vic. The most aero front end of the Panthers at 0.34 Cd, which would be a better starting point.
Also, the hoods from 92-97 are aluminum, as are the front and rear bumpers.
Your TC should already have 3.08s in it, which is why you're getting 27 highway. 2.73s are going to be where it's at. I'm putting them in mine soon. My old Grand Marquis would clip 30s mpg with the 2.73s in it.
You can find them in certain Crown Vics and Grand Marquis in the yard. Just look on the diff tag and it has the gears.
