92 vx egr not engaging?

I have a vacuum gage on the vacuum line to the egr so I know when it turns on and it never does? I got a new cvc so I know thats good. I tested the egr solenoid and checks good. I swapped ecu no help. I ohm the orange/blue strip wire from egr solenoid to ecu and was good. My question is what sensor or sensors does ecu need to engage the egr? Maybe I have a bad sensor to the ecu so egr can't engage? Any thoughts???

Are you sure your never getting vacuum ? Even for only a second or so when changing gears at high rpm say over 2800 rpm. Vx egr seems to be for emissions only not mpg so you won't see vacuum in cruise

O ya definitely. Zero vacuum. I have a vacuum gauge on it. There needs to be a constant vacuum on egr to keep it open when cruising. The egr solenoid is not engaging. That's what I am trying to figure out what sensors are used to allow ecu to turn it on?
