96% US cars with Black Box ?

The local traffic safety organisation claims that in the US, 96% of vehicles are equipped with a black box recording driving behaviour.

Is there any truth at all to this claim ?

I have a hard time believing it, seeing that Americans are even more allergic to this kind of nannying than Europeans

Looks like the geo metro and Saturns we run have black boxes but the pre-2003 corollas/prizm and pre 2012 hondas do not.

The NHTSA mandated Event Data Recorder (EDR), a little "black box" in just about every vehicle that records the last couple minutes prior to an "event"...i.e.: a crash!.
