The story is something like: The fella hand-cranks his wife's car. The engine back-fires. The handle breaks his jaw. He dies from complications from the injury.

There are some issues actually worth talking about, and doing something to improve, yet not pushing for a nanny-state and forbid anything they dislike as some groups and "activists" do. Those are the ones I usually refer to as the ecoterrorists. I am conservative about many aspects, yet I support biofuels as a better approach than going full-EV for instance, and I do it because I believe in freedom of choice for people who prefer an ICE-powered vehicle and because it might be a good way to increase profitability for agriculture, yet eventually this may mislead some folks to see me as a barefooted weed-smoking hippie

It's something President Trump talked about. 'It's not for individuals'. The rich won't do it. Neither will corporations until there's regulation.
Which leaves government.
Someone dumps raw sewage into the river. People downstream, who rely on the river water complain of human feces floating down from upstream.
Cities have no authority to act unilaterally. Counties may not have any jurisdiction. If states don't want to police it, it ends up in the US Supreme Court, and a new federal administration is born.
Federal standards supersede local standards. No more problem.
We now have ISO standards which have been adopted, worldwide, for much of the developed countries. Building/ Electrical/ Plumbing/ Roads & Highways/ Water treatment.
Some problems are so big, only governments are 'large' enough to do anything about them.

Not sure how strictly such ISO standards are enforced in other countries, but in Brazil most companies looking for compliance to them do it for bragging rights. AFAIK any business set here and complying with local laws may not display a compliance certificate for ISO standards.
