I wonder if it's for psychological purposes?
Once, a client, Southwestern Bell Telephone, in East Texas, had a single, large office room full of women, some experiencing hot-flashes.
The room had uniform temperature, wherever you measured it, while individuals complained of being too hot or cold.
The solution became, installing dummy thermostats next to anyone's desk who felt uncomfortable. It didn't physically change anything, however giving the illusion of 'control' was all it took to mitigate the situation.

Not exactly true.
For example, on my hybrid Toyota, A/C is completely electro-powered.
When you enable ECO mode and A/C is in Auto mode it also changes A/C behavior completely.

So, efficiency comes not only from controlling the powertrain.
