What I think is going on here is a certain amount of common sense. It just doesn't make sense to have a "Remove by" date if the answer varies across the country. The difference in aging affects is heat related, so tires in Phoenix age much faster than tires in Minneapolis. Those differences mean that any particular timeframe is either too loose or too stringent - depending on where you live.
Plus, how tires are used changes the aging process (again, heat related). Underinflated tires can age many times faster than properly inflated tires.
