So you can keep getting 20MPG and have an arms race in traffic instead of doing the civilized thing and getting dangerous drivers off the roads.

In my country, the obsession with horsepower within the 1.0L displacement class has led to both power and torque curve shapes not being so great, plus most of the entry-level engines here still resorted to SOHC 2-valve heads until recently and VVT was not so common for economy cars. It's been changing, not as fast as it could be supposed to.
