I was thinking about cutting circles and triangles from thin PC or even clear food box plastic (like my aerial winglet) and glue them in place, or some spandex like material to cover them completely.
Like the T-shirt approach. I do even have a convex circular translucent beer advert, which radius more or less matches the hub caps; could use that as a base for the cap covers.
If I had 4 of them I'd just use the adverts themselves

Flat plastic wheel cover + cloth + waterproof glue + paint is the best method I have tried, so far.

Wonder if these will fit the 15" Cobalt wheels I'm using now. The original wheel covers attached via fake lug bolts.

Well one finely popped off while driving on a rough surface that apparently passes as a road up there in new york state.
