This is a bit of work and hasn't worked that well for me (I'm in Canada) however it has worked for buddies living in the Southern US states.
Call the municipal governments in charge of road works. It sounds weird but the majority of those signs that inform people construction is up a head have a solar panel lashed to them and most public works operate with the same type of "evergreen" policy the IT industry does. Every three years they replace the panels with more efficient panels. My understanding is it's possible to get them used for around .31-.37 per watt and the panels themselves are 400-600 watts.
Only problem I've run into I would have to haul ass from Ontario to Florida with a very large truck because it's not like you get to buy them a single panel at a time. The municipalities are more interested in dumping a couple hundred at a time. I suppose if you organized a keretsu (Long standing Japanese business idea of many small businesses buying together to make a big purchase to lower costs). That would make it way easier.
Also living in Canada, coming across the border I would get the privilege of paying duties and taxes on the deal so my per watt cost wouldn't be worth the drive. Because the govie gets their cheddar my ROI stretches because the cost per watt doubles. Plus Ontario Hydro has some really, really, really, dumb policies on person energy. If we make electricity, we have to sell it back to Ontario Hydro and get to pay a fee for the privilege.
