The spring mounting makes it useable in an urban environment. There is also a chain that stops the dam from deploying past 90 degrees from the downward/vertical position. The fixed side-spats are TBD.

Do you think this would be a net-gain?

As a flat plate,the spoiler would have Cd 1.11 and full separation at both sides and bottom.The bottom wouldn't be a problem but if the sides aren't held in a bit,you'll create two jets out the sides which will create interference drag as the side-flow is attacked by air erupting off the face of the spoiler.
I would take a look at how Shinella did the Pontiac Trans Am in the 2nd gen and how it wraps around.Even if it were at position-3 it might still be superior over the simple plate.
Or fix a wand of tufts at one of the front wheel leading edges and trim the spoiler back until the tufts face backwards and not outwards.At that point you will have tailored your separated flow inward such that the outer flow edges are bent back at the tires outer leading edge.
As to the depth,you might have to trim it back and forth.Bondo got in trouble on his F-150 with too deep a spoiler and lost mpg until he trimmed it back.I had to cry! His work has no equal!

Sorry,it's the later model,but what you posted is same theme.It will prevent the air from going anywhere except down the sides,and it won't disrupt the air which is already lowing past there.You could do a lot worse and it 'looks' right.

Might have been the all-new for 1982 iteration.With Shinella's black-ops MOONesque wheelcovers the Trans Am's Cd was below 0.29 if I remember.
More 'Tempate' type backlight as well.
P.S. and the Cd would have been better with the Camaro Z-28 rear spoiler,but it didn't have the 'Pontiac' look.

Ok. That's the 3rd gen firebird. Here is a 1983 in pace car livery :

How about a wedge shape on each side in front of the tires, maybe angled back at about 55 degrees, and have the spring actuated section in between them in the middle, at highway speeds the air dam would swing back and rest against a couple braces and the edges would rest next to the wedges

This is the car but to see what I'm talking about you've got to get down on your hands and knees.
Under the nose is the 'bottom-breather' shark mouth cooling system inlet and curved rubber airdam which aids with the stagnation pressure down there.Corvettes use the same setup.
You'll notice that the sides of the dam are radiused around to get the unused air out from below the car and pointed down the sides.Very good for both lift and drag!
Sometimes you'll see them partially ripped away and dragging the ground underneath.Driveway ramps,gotta love 'em!
