COMPLETELY outside the box..........
"Fat Star" Octa 8x SST-90 Colossus Led Flashlight @ 18.000 lumens -more beamshots-
This is absolutely amazing. We look SOOOO normal compared to this guy. 
First off, this guy doesn't even have any duct tape laying arounf his shop. 
Next, he machines his parts from stock aluinuum......
..Granted it's a little off the ecomodder beat.......

He mentions 9A in his OP, and has a photo of eight lithium cells in series. That's 30V nominal, so about 265W!
18,000Lm... that's like 18 headlights, or like one of these with seven CFL's and a parabolic reflector!

It is very awesome. He never seems to say how log it takes to heat soak his heat sink/ mass. I'm guessing not long. If you wanted to use that as a headlight I'd guess forced air cooling would be necessary.
