The Super Turbo pic is interesting. What are #s 1 and 2?

Bell mouth vs all-mouth is interesting, and avoids fabrication issues.

What ballpark is 2.2 CFM per HP in?

1 and 2 are 2 alternatives for a H Pipe or (IIRC) Balancer Pipe in a V (8) engine.
Basically; because the pulses are at different times in each bank; sharing the (normally separate) 2 exhaust systems means a lower mean flow per exhaust, which means lower, more averaged flow per system and less back pressure.

I don't know if you've ever heard the difference between 2 separate 'pipes' and 'conjoined' pipes?
The difference in sound is night and day, from loud, rough, and unrefined, to a far quieter, smooth, refined sound.

Economy will also increase.

Well apparently mufflers, worth the name, come with a CFM rating.
You take that #, divide by the (desired) HP and aim for a number higher than 2.2.

The how is pretty eas to 'see' in one's mind's eye is it not.

More importantly is how to make it work BETTER and that would be to make it more like a miniature BWTB.

Well low load and speed is what ecomodders do...
Unless it's pulse and glide which isn't for everyone.

If most engine's peak efficiency is above those desired rpms, its likely that any intake and exhaust length tuning and cam tuning etc is for that rpm.

If you want to tune for lower rpm easily..?
Most engines have some valve overlap.
