It will run fine without it, but for the sake of anyone who may have to breathe the fumes, just get a replacement.

Get a new oxygen sensor and don't worry about the converter.
Last time I was in ohio they didnt seem to have much of a smog problem.

Like the others have said . Hollowed cat is ok. Your vx will enter leanburn just fine but you will notice is slight exhaust smell. Don't need egr on a vx either but that is another story.

It's not terribly expensive or difficult to replace the mani-cat. I did mine last year for under $200 and a saturday morning of work. I see it as part of being a responsible member of society.

$200 will buy a lot of gas.

$200 will be spent on the first doctor's visit for the person who gets asthma or any of the other respratory problems that NOx emissions can cause.

On these Hondas, it's a single piece exhaust manifold and cat. Why, I don't know, but it is. That's why I said I replaced my mani-cat. May as well, too, since the OEM manifold is prone to cracking. That's why I replaced mine, not for the cat.
Correction: Looks like the 92-95 Civics use a 2 piece setup. You still have to get a correct-spec unit that bolts up to the manifold, though. Big flat flange on the top, slanted flange at the bottom.
$461 for oem, but I'm finding aftermarket units for about 200. You have to sift through a lot of "universal" parts to find the right one.
