Put in a rain water cistern is the only semi permanent solution I can think of that could be done quickly.

That is a very good solution, at least until the lead pipes and other problems are fixed. Has anyone tried to do this?

I'm buying a 1,000 gallon water tank any day now.
If it will work in NM it will work there.

I am sure that it would work most places, but I do not know how many people in Flint could afford $500 for the tank alone, but if they have gutters a 55-gallon barrel would be a start.
Unfortunately, that would not help people who live in apartments, but I am sure that it would not take long to pay off a $50 drum if you are going through ten gallons of bottled water a day.

Yeah it will require someone else's money.
When this started there were people around there who said they didn't even have anything to put water in.

Yeah the "food grade" IBC totes go for around $100 used.
