The idea of an energy company was in last years manifesto and it still appears to be very much just the whim of an idea with little detail, no set up costs or details of the services, infrastructure needed, staffing estimates, etc. etc. If its taking a further 4 years to be implemented then I think its more like a dangling carrot to hold on to votes at future elections.
