For the Highway they should use a 60mph mpg & a 70mph mpg , Then people can see what they could accomplish by driving at 60

If it were me in this situation, I'd want a very aerodynamic car, with not overmuch engine displacement1.5L or less maybe), and very tall gearing for such highway speeds. The contemporary CVT and tall 6th gear manuals would do nicely, a Prius, sure, but also a Cruze ECO with the six speed manual. The new Civic HF. or the old first gen Insight. And a few others, certainly.
