Engine swap within manufacturer and model

I am contemplating swapping the 2.8L Jeep Liberty CRD into a 2007 Wrangler. The 4 cylinder VM motori engine is offered in the Wrangler overseas, and supposedly does not pass emissions here in the US.
Overseas specs are 28-31mpg for this engine in my same vehicle.

Compared to the 13mpg I'm getting now, it's got to be better for overall emissions perspective.

Could anyone post the links to read-up on which indicate "paper-Laws" that are rarely enforced? Also, any links indicating where I could apply for an exception permit in PA?

I'd even be willing to put one of those BlueTec urea injection systems if it passed. My objective is to burn less OPEC crude. 31mpg on biodiesel is a personal goal for a Daily Driver.

If I could get it to pass annual emissions, I don't care about title brandings because I'll run it into the ground, rebuild it and do it again (recycling).
