Fender Skirts vs Wheel Spacers w/Smooth Covers

I did a fair bit of searching and haven't come up with anything really comparing the 2, possibly I'm searching the wrong key words?

I was wondering if anyone has compared front and rear fender skirts vs a wheel with a smooth cover that is "flush" with the wheel arch or very slightly inset as to not rub over bumps and such.

Some vehicles such as my 99 saturn sl1 have the wheels set very far in compared to other cars.

Probably won't be able to tell the difference between the 2 designs. I've thought the same thing a few times especially on a lowered car that doesn't have the gaps that a stock suspension car does. If you decide to go with wheel covers maybe consider "gap fillers" to close the gap between the wheel arch and tire to keep turbulence down and encourage air to continue across the wheel cover more smoothly

Funnily enough, the tab I opened simultaneous with this is one was:

The conversation is as about radiusing the back of the wheelwell arch, but touches on this same area.
