First generation insight, so 2000-2007, or like was also said look at the 1985 crx si wheels, if you look at car-part.com it lets you put your zip code in and see what is close, you can have it show you images for some wheels and it will tell you how wide alot of them are, what you want is rims that came off a vehicle with 4 holes 100mm apart, tirerack.com will tell you the spacing if you put a vehicle in and look up wheels for it.
I suspect that rims are going to cost you $40-75 each, but ask at the salvage yard if they will give you a deal if you buy a whole set, first generation civic hybrid rims will also fit and are pretty smooth altho not perfect and I'm sure you will find others if you search around, but those crx si rims, honda insight are light weight and smooth.

Your can get 155/80 Douglas tires at WallyWorld for about $22 each. Tire rack has some good 13"deals too. A set of Sumitomo HTR200 IN 175/70 is like $130 to your door.
