No idea what it's like in Brazil, but in Mexico (and Peru) the only thing illegal is to be white and driving. They take payment immediately.
You see, we have racist cops in the US, but in Mexico they target the true offenders.

Most of the times I have seen cops doing something objectionable, they happened to be non-white. When it comes to being white while driving in some Boliviguay kind of country such as Peru, corrupt cops might think any white guy is a rich American with enough Dollars to pay lots of bribes. |

That's a quite common portmanteau in Argentina, to make fun of Bolivians and Paraguayans. On a sidenote, a few days ago I spotted a 1st-generation Toyota Sienta with Paraguayan plates, and even though it's not much of a brick at all I'm sure the aero geeks would want to give it some tweaks.
