A simpler system could use a conventional turbo to generate power instead of presurizing the intake.
The conceptially simplest would be to have it run a generater and if you want to tap waste heat along with exhaust pressure add a recirculating water injection system right ahead of the turbo. This would use the waste heat to create more " turbo boost " making more power, but would also require a condensor to reclaim this water, making the system larger and more complicated.
A generator system of this type could likely handle all the cars electrical needs, and might even be able to handle electric driven a/c, at least at steady hwy speeds.
