How to remove 00 Civic front bumper?

I found a DIY that seemed straightforward, but when I loosen the 8mm Phillips bolts holding the bumper to the fender, the bolts do not come out, and the fender does not move.

Any ideas?

Someone dented the corner of my bumper and I understand that if I pour hot water on the inside, it should pop back.

My car was a decade older, but on it you needed to not only remove the screws holding the fender liners and such on, but there were also mounting bolts hidden behind the lights in the bumper.

bumper cover removal

I removed mine once a few years ago, and I don't remember phillips screws. But maybe previous over replaced the OEM fasteners. Or maybe you have nt found all the bolts/screws. Here is a snapshot of the FSM page 20-94:
