The axle isn't moving sideways, it's the front or rear of the tire that is. In other words, the front wheel shown is steering.

Not that I care any more, but it could have a hinge point at both the front and at the rear. A gap would open between the skirt and wheel as it turns.
If the skirt is fixed to the hub, and the axle somehow moves sideways instead, it would result in a variable track that widens in corners.

If your curious, the name on the nose is Pegaso. Taking that to Google Image Search nets the Pegaso Z-102 Thrill from 1953:
Pegaso was in Barcelona. The air scoops on the hood are supposed to remind you of bull's nostrils.

The image shown is the old bike not the record holder. The link that was provided will show a photo of the Eta which is the actual record holder. Also later in the week the record was broken a couple more times by the same bike and rider(Todd Reichert) and now stands at 86.65mph.
