No the car didn't go out of control, thr person didn't know how to control the vehicle with out power assistance the car will still stop answer steer it just takes a lot more force to do it with manual power.
i stalled my hybrid many times but I do have emergency back up power installed for the electrical Power steering and braking system...

What is the speed difference in pulse and glide? Is it 5 mph?
Also consider avoiding a roof rack unless you are carrying things inside a canoe.
I installed an air dam on a 1970 Ford Falcon and greatly improved stability.
