here is a nice calculator,
you can find the speed of your wheels in rpms based on your car speed and wheel size

i got 16 inch, and at 65mph they turn 150 rpms,
thats gotta move some air...

I consider the Coanda Effect to create a low (static) pressure in front of the car by blowing air tangential from the bottom on the profiled bumper upwards.
The prop gas could be directly exhaust (by expansion in the atmosphere the hot exhaust will cool down) or a turbocharger that will blow air on Coanda surface.
