My neon's first (mini) grill block
Made it out of foam core board my girlfriend used for school and let me have after it was done with (so recycled) (another +1 for the g/f)
I know, I know....It's REALLY small and probably not effecting my mpg at all but still cool ...here are pics... Its zip tied...

It's in the right place, that's sure.
Do your fog lights work?
Do you have saran wrap?
Can you get access to some spray foam?
Tag off an area of the lower grille that you'd like to block, layer it with two layers of saran wrap, and spray it full of foam in layers. As soon as the foam is thoroughly set up, you can remove it, poke holes through it, and use it for a plug to AABBAABBAABBAA (etc.. you get it.) test whether it's something you're interested in doing.
You can do the same thing w/ the upper grille, if you'd rather try it there first. Upper is better, since the lower portion is already aerodynamically "dirty".

Thats where I dont get it, if the bottom is "dirty", why would you not do it on the bottom to "clean it up"???

Because anything below the stagnation point (the point at which airflow separates and chooses a direction to flow based on shape) is going to suck anyway.
Adding a plug there will still help, but many people just leave the lower grille open and plug the upper one, so you're not spending work on the lower grille just to have the option to force even more air through the upper grille, making it more dirty.
If this doesn't make complete sense to you, join the club. As far as I'm concerned, an improvement is an improvement.

I honestly dont understand you foam and ceran wrap thing either... I understand that you want me to double layer the wrap to the bumper, then spray the foam but after that I have no idea at what your getting at?
the ceran wrap is to not get foam on the bumper right? and the foam is to fill in all the empty space in the bumper right?

You make a plug with it. You layer the Saran wrap so you don't get the foam on the bumper, then once the foam is set, you can remove the whole plug from the bumper. It's easier to do it that way, since it allows you to remove the plug for testing or hot days. Also, it will allow you to remove it for whenever you decide to layer fiberglass over it and make a real plug, instead of just using a hunk of foam.
Alternatively, you could glue a bunch of insulation foam board together and just trim it to fit in there snugly, and that will achieve the same end.

Yeah I would like to have one of these two options in the end...
(1st choice) the fill in that looks natural
(2nd choice) the fiber glass (or whatever that is) that you can pretty much see right through

A type of plastic.
You can find it at hobby shops and the like. You can also get Coroplast in silver, which might be more affordable for you.
