In my country, a similar device meant to block the RF signals that would engage the automatic locks and alarm is known as "Chapolin" (after the character El Chapulín Colorado).

Flip the switch back it could be easily restarted. The idea was someone stealing a car is no going to take time to figure out why it won't restart.
