I can get a noticable boost from drafting - no, let's say following a semi - and still be A) about the average spacing for California freeways; and B) farther from the truck than the truck is from the vehicle ahead (look at the shadows). Quite often (as for instance I205 around Tracy) I don't have much choice in following distance: leave what I think is reasonable room between me and the vehicle ahead, and someone will cut in. So I might as well follow a semi, since in addition to a boost in mpg, the driver's less likely to make abrupt speed/direction changes.
