I think it depends on the location.
In rural areas it is easier to know people just because there are fewer people. If you see someone you don't know it stands out.
Go to a city and people are used to seeing people they don't know every day. In fact most people they see in a day they don't know. It would be almost impossible to get to know everyone because there are just so many people. I was in the suburbs in Alabama and there were likely 100 people just living on my block and about 400 houses in my little subdivision.
