Because.

They didn't think of adding the kill switch. Filling off the locking pawl is free, the kill switch takes money, not a lot but not nothing either. I don't do this hypermiling stuff because it's fun, I do it because I ain't got no money.

So far I have done neither, but the kill switch looks attractive - costs notwithstanding.

Steering doesn't lock unless key is removed.
