I don't know for sure, but it looks like that cover actually covers down to the widest section of the tire's sidewall, meaning that would be a "normal" sized wheel, and part of the tire is covered. This is entirely possible, because at speed, the amount of air that could get behind the wheel cover wouldn't even be a breath to the average human. You'd want to keep your tires fully inflated, though, or risk damage to the (very expensive) covers.

That's egg-zactly right. If you can't get a good hold on them, the valve caps can fall behind the wheel cover. On my cheesy wheel covers, my access hole is too small. To solve this problem I made a "magnetic" valve cap using a valve cap with a "nut shape", so it can be removed with a 3/8 socket. The socket is metal and the valve cap is magnetized, so it stays in the socket after I unscrew it.
